Road traffic crashes(RTC) have become a major health problem in India. MoRTH reported 1,47,913 fatalities and 4,70,975 injuries due to RTC in 2017. Uttar Pradesh has reported highest number of fatalities, whereas Tamilnadu reported highest number of fatalities per 100,000 population. Thirty percent of RTCs occurred on National highways and thirty six percent of RTC fatalities occurred on National Highways. Reduction in RTC injuries and fatalities has become a priority for all stakeholders.
Highway designs (geometric characteristics-alignment, shoulder width, median design, road side furniture, markings and signage) play a very important role in reducing traffic crashes. Various IRC codes are available to guide the site engineer to adopt safe road designs, however, given the complexity on mixed traffic prevailing on Indian roads, and highways passing through towns and villages, standards and international best practices have to be adapted to the local context. This requires close interaction with field engineers and academic experts. Therefore a travelling workshop is proposed for a period of one week.
The aim of the workshop is to:
a. Introduce road safety principles and standards
b. Road safety audit methodology to specific local conditions.
c. Application of international best practices for suggesting remedial measures
The workshop will have a limited number of participants from Uttar Pradesh Public Works Departments, NHAI, Road Safety Organisations.
Workshop organisation:
The workshop has two components- (1) Field audit and (2) Discussions.
There will be a travelling team of 10-15 persons travelling together for a week.
Discussion sessions will be organised in four cities where additional participants will be invited at the time of discussion.
1. Field Audit: The travelling participants (at least 6 field engineers nominated by UP PWD and 4 academic experts) will travel on selected highway corridor. Field audit will be conducted on selected stretches of the highway corridor by this team. At the end of the day, half day discussion session with other invited experts will be conducted to discuss the audit findings and possible remedial measures.
2. Discussion Session: A three hour discussion session will be organised in Agra, Kanpur, Varanasi and a day long session at Lucknow to conclude the workshop. Discussion session will preceded by an expert lecture on an important topic of Road Safety.
